Cecil Wayne Phelps, age 78, of Somerset, Kentucky, passed peacefully from this life on Friday, August 15, 2025, at his home.

Wayne was born on June 12, 1947, in Somerset, Kentucky, to the late Cecil Phelps and Emogene Smith Phelps.

A proud patriot, Wayne honorably served his country in the United States Marine Corps and United States Army National Guard for a total of 38 years. He was both a Vietnam and Iraq Veteran. He was a member of the Science Hill D.A.V. and the KY Public Retirees.

Throughout his working years, Wayne was employed for 28 years at Palm Beach and later with the Kentucky State Highway Department, where he retired after 10 years of service. Known for his strong work ethic, he enjoyed yard work, mowing, working with his hands, and was truly a jack of all trades.

Wayne was preceded in death by his parents, Cecil and Emogene Phelps.

He leaves behind to cherish his memory, his beloved wife, Lavonna Potter Phelps, whom he married on November 26, 2005; his son, Jason Phelps (Charissa) of Eubank, KY; his daughter, Amy Hoard (Brian) of Versailles, KY; his sister, Elizabeth Phelps Brown (Bruce) of Somerset, KY; and his treasured grandchildren, Lincoln Phelps, Christopher Hoard, and Connor Hoard.

Visitation will be held on Thursday, August 21, 2025, from 6:00 p.m. to 9:00 p.m. in the Chapel of Southern Oaks Funeral Home. Funeral services will be conducted on Friday, August 22, 2025, at 12:00 p.m. at the funeral home with Bro. Rick McKinney and Bro. Brian Hoard officiating. Burial will follow in Mill Springs National Cemetery. Pallbearers will be Christopher Hoard, Connor Hoard, Buddy Williams, Jackson Taylor, Abel Harbison, Ezra Harbison; Honorary Pallbearer, Lincoln Phelps, Bruce Brown, and Merion Wright.

Military Honors will be conducted by the American Legion Honor Guard Post #38.

In lieu of flowers, the family requests that donations be made to the United Service Organization (U.S.O.).
